After conference with the various people in approprlations and the House on Senate on House Bill 3028, this amendment will say that we are borrowing thirty-six million dollars this year, which we believe will be the net we will need from the Road Fund after reductions 21 STATE OF ILLINOIS 86th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 101st Legislative Day June l2, 1990 in the Department of Transportation spendin: from the Road Fund. If we do not voluntarily pay it back next year, then the third year, one twelfth a month Will be automatically transferred by the Comptroller from General Revenue to the Road Fund and Senator Netsch guarantees that she will so do -- that the -- at the end of that fiscal year al1 funds kill, in fact: be paid back to the Road Fund. Tbeze is no cash impact on the Road Fund at all. We have seen the cash flow projections as defined in the five-year plan and the budget book. At no time would their balance durin: the year We use it, or the two years We pay back the combined balance will never go below three hundred nillion in the bank.
