To those of you Who may not recall - though I believe everybody does - Senate Bill 952 was originally amended to be the two emerqency appropriatàons for thks fkscal year for the WIC nutrition grants and Department of Children and Family Service institutional grants that are needed, we are told, as we speak. These are federal funds that will be available to us to finish this fiscal year. It was decided by the House in its debate - an -- an effort to which I totally concur and urqe the Senate to concure as well - that there is an issue in the Department of Public Aid's budget that is one that on occasion has caused great harm to people because on knactkon -- because of knaction --

On those rare occasions when Weeve stayed here into the month of July - those rare occasions being probably every year we've been here, but maybe one certain checks cannot go out because they lack appropriation authority. And those are, basieally, the AFDC payments. These people are on a cycle where they would receive the check distributions almost on a daily basis, and really can't wait until the fifteenth of the month when we may be able to take other action. There is no reason that we should withhold those people, or hold them as hostage, while we are debating other issues before this General Assembly, be khey budget: remap, or anything else. Therefore, khe House placed inko this bill. which I ask you to concur in, no* only the funding for those checks, but for both within the Department of Public Aid and tbe Office of *he Comptroller, the pay of those employees who, in fact, process the paper so Eha: *he checks can continue to go out in a timely fashion. This is the fiscally sound thing to do. It is also the morally right thing to do. Thank you very much, Mr. President and Members of the Senate. We're debaEing this bill again. Of course, we heard this last Week. And as I indicated last week, when I rose in opposition, I indicated very stronqly that we had sent this legislation over to the House with these two emergency items in it with the idea of getting them directly to the Governor's Desk and allow him to sign it so there will be no interruption in those two very important programs. The House saw otherwise. And this is a terrible thing to do. Ik's a terrible concept to accept. Not more than a half an hour ago, we came from a hearing where the Department of Public Aid bill was debated in conmittee. And we had numerous people testifying before that commkttee, telling us of the concerns that they had With that budget. I donlt like next year's Public Aid budget and nobody else does, but it recognizes some very serious fiscal problems facing this State. And 1, as well as others, have assured those people who testified today, that we continue to look at this budget. If there are deficiencies, we will readjustg as a legislative Body, those areas that ean be adjusted, keeping in mind that we stay within the Governor's bottom line. And Republicans and Democrats alike should support this concept. This Body has always been the responsible budgeting Chamber. If we pass this billion dollar program out of here, this absolutely disenfranchises some of the special interest qroups who have some concern. We may well make some changes - up or down - in some of these programs. It also, my friends, assures us that we will absolutely be here after the first of July. Again, We are the responsible Chamber. To even sugçest -- to even suggesk that I 12 STATE 0F ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 24th Legislative Day May 9 , 1991 we'd do this piecemeal budgeting with the recognition that welre going to be here a11 the month of July - and I think that's what they're tellin: us is unconscionable. Letîs send this bill back to the House and ask them to recede from this amendment. The Housez sooner or later, is going to have to understand that there is a budget crisis in this State. This Chamber has recognized khat. They have not. There 's no revenue stream to pay for the programs that they want. And we have to deal with khe issue and deal with it now. I urge your opposition.

Thank youx Mr. President. Ladies and Gentlemen of the Senatev I rise in strong support of Senator Carroll's Motion to Concur with tbe House action. And, Senator Maitland, allow me, please, to point out that this billion dollars or more exactly, nine hundred and forty-three million dollar figure - literally is not goinq to change. It is the Income Assistance Program. Ik is the Income Assistance Program for those on AFDC - for the blind, the aged, and the disabled. And it's a simple calculation, and these are the Department's numbers. And dare say, they're not going to go down. Based on past experience, a11 they can doz unfortunately: is go up. But we have taken the Department's numbers. And Why have we done this, you might ask. Because that's what asked the Speaker a week a:o when he told me they Were going to do this. So why are we dolng this? Why don't we wait? And his logic was compelling, for the House, not for us - for the Eouse. His concern was that perhaps we would kndeed so beyond June 30, due to House machinations. And I can literally recall, as can youy when the House was here on the 4th of July, and we were noty and we came back the following Monday. And the bone of contention was, indeed, the Public Aid budget. It was 13 STATE OF ILLINOIS 87th GENERAL ASSEMBLV REGULAR SESSION SENATE TRANSCRIPT 24th Legislative Day May 9, 1991 ultimately passed, as it must. But the fact is, there Were some people who experienced some painz because they did not indeed receive kheir income assistance on time. And so it seems to me that if, indeed, we are qoinq to involve ourselves, as might happen over there, in another politiaal chess game, what we are saying by virtue of this amendment is, ''Please, the mothers wikh dependent children, the blind, the disabled: the aged, don't make 'em pawns on our chessboard. Let's get this one out of the way.' These are the Governor's numbers, and I urge an Aye vote.

When the House was unable to pass the budget several years ago - and if you remember, We continued to dawdle waiting for them to do that - the bone of contention had nothing to do With the Publie Aid budget. The bone of contention Was the heavyhandedness of the Speaker of the House. In fact, the Speaker of the House dkd not feel that kbe Members of the House should have any input in the budget process. Speaker of the House didn't feel the Members of the House should have any input in the governmental process at all. And if you think back on it, that was what caused that crisis. And passing this bill guarantees that the Speaker of Ehe House can conEinue to exclude the other hundred and seventeen Members from the process, 'cause what this does is to guarantee him that he will not have constituenckes coming to him sayinq, ''Mr. Speaker, for once in your life, do the honorable and decent thing that a government official should do, and pass a reasonable budget and work with Members on both sides of the aisle - Republican, Democrat, House and Senate.'' This quarantees the crisis none of us want. And as you give the 14 STATE OF ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 24th Legùslative Day May 9, 1991 Speaker the power to deskroy the budget process and abolish the other hundred and seventeen Members of the House, look in the mirror in July when you're asking yourself, ''Why are we here and why is the budget a mess?''

I rise in -- in opposition to this motion. think that it sets a most unfortunate precedent When we begin enacting the budget piece by piece by piece. I would ask you: if we approve this motion today, what piece of the budget is -- is it qoing to be next week? We deprive ourselves of the very grave responsibility, whieh each and every one of us has, to review the budqet in toto, and make decisions on it in toto. I think this sets a very unfortunate precedent for us, and I Would urge a No vote.

Thank you, Mr. President and Members of the Senate. There is some logic in saying a budget has to be dealt With in its entirety. I've always agreed wikh that. And yet there are certain givens in a budget. One of the givens happens to be income assistance for the aged, for the blind, for the disabled, and for families with children wiEh dependent -- with dependent children. These are givens. These are areas below which we know we cannot go. They are formula-driven by a department - a department under the Executive Branch. And a number is presented to us in a budget by a Governor, through a Member of the General Assembly. While there may be debate - and there Will be, long and hard this year - on what services the State shall and must provide 15 STATE OF ILLINOIS 87th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 24th Legislative Day May 9, 1991 ko the cktizens of Illinois, and where are the revenue streams, the income levels to pay for those? There are certain that we know we will pay - We have to pay. And there are some that we knoW that We will pay - we have to pay - at at least a certain level. Why hold hostage khose most in need who are most impacted by a day-or-two or week-or-two delay? As I said before, the rest of us can and expect to be here. The rest of State employees don't get paid till the 16th. People -- who provide goods and service to this State don't get paid at all. But these people are the ones who mosk depend on those checks coming the first few days of July, have been most hurt in the past when we have failed to act, not because of them, not because we were even seeking to adjust downward the level of minimum assistance these people get. Formula driven. We've never messed with it -- in trying to, in any way, harm these people. The proper thing ko do is to say, ''Put that in place. Put that in place now so that the Department's people and the Office of the Comptroller can properly process those payments and get them to people on time.'' We Will still be the driving force in setting the tone for this Stater as we have been all these years. We Will set a budget planz I believe, that will adequately provide, within the small resources we have, for the rest of the State's need, as best we can. But this is an area where we have no choice and should have no choice but to make sure khere is no interruption, and I would urge support -- concurrence of Senake Bill 952.
