Thank you, Mr. President, Members of the Senate. This bill involves the Illinois Conservation Foundation, which was created by -- by us in 1994. It's the fund-raising arm of the Illinois Department of Natural Resources. It has four individuals who are appointed by the -- the Governor and two individuals appointed by the legislative leaders, and they have raised over thirteen million dollars over that period of time to assist the Department of Natural Resources for programs such as youth hunting, fishing and camping programs, the artificial reef that we have in the 12 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 90th Legislative Day April 24, 2002 Illinois waters of Lake Michigan, and others. This bill was introduced at the request of their Board of Directors. It will allow their Board to invest privately raised funds, which they have been -- been raising over these years, held outside the State Treasury, in methods other than those provided by the Public Funds Investment Act. And, also, it'll provide the Board with the opportunity to develop a balanced investment policy, which will include the purchase of equities as part of the investment policy. That's the need for that change. The amendment will require the Foundation to notify donors of this exemption from the Public Funds Investment Fund {sic}. It will also allow them to be exempt from the Procurement Code with regard to the privately held funds. We did add an amendment at the request of Senator Philip, in Executive Committee, which clarifies and makes certain that these changes would only apply to the privately held funds. It -- it is agreed upon by the timber buyers and IDNR. There were meetings that were held over the summer and they have come to a conclusion that this is now agreed upon by everyone -- is great. It adds that an irrevocable letter of credit of any bank organized or transacting business in the United States will be eligible for use in lieu of a surety or performance bond. Provides that any timber buyer who has been previous -- has previously been forfeited in Illinois or any other state, DNR shall double the applicable minimum bond amounts. Requires that the timber buyer identification card issued by the Department shall be carried by the person licensed to engage in the timber business at all times. Increases penalties for certain violations of this Act, up to a Class 2 felony. The amendment also increases the amount of time a person may have their license suspended or revoked for certain violations of this Act, for up to seventy-five years. Basically, this deals with the folks who are not playing by the rules that they should in timber and sets penalties to discourage them -- from -- enacting certain penalties. Let's them...

Thank you, Mr. President, Members of the Senate. House Bill 1815 is an initiative of the State Fire Marshal's Office. It creates the Petroleum (Equipment) Contractors Licensing Act. Requires any person or entity that holds themselves out to install, maintain, test, or decommission petroleum underground storage tanks be licensed by the State Fire Marshal. Defines what the equipment contractor is, and it provides for six months of effective -- from the effective date of this Act, no contractor may engage in the practice of installing, maintaining, or removal of underground storage tanks unless they are licensed by the State Fire Marshal. I don't know of any opposition. Ask for your support.

It authorizes the Secretary of State to issue special Lewis and Clark -- Bicentennial license plates. This provides that the Secretary of State may issue these license plates on or before September 1, 2008, and stipulates that license plates may not be issued after September 1, 2008. The CHA's plan for transformation calls for the replacement of approximately twenty-five thousand units of housing through rehabilitation or new construction. I know of no opposition. Provides that barge crew employees are exempt from the overtime provisions. Barge crews use a time compensation system for overtime compensation that is -- is similar to firefighters. For example, most barge companies' employees work for twenty-one days straight and then they're off twenty-one days straight. This will match the current -- the Illinois -- this bill will match the current federal law. The major labor unions that cover barge employees endorses it. And the reasons for proposing this bill were -- it's an initiative of the Illinois Department of Nuclear Safety and it clarifies some inconsistencies in the Act that were in the prior bills, and I ask for a favorable vote.
