Mr. President and Ladies and Gentlemen of the Senate, John Maitland and I were colleagues when we started together in the Illinois Senate. John Maitland was on the Education Committee and was very helpful to me in a very key bill which provided books for parochial schools. And I'll never forget it because he caught a lot of heat for it, but he went ahead and helped me out. He was always a gentleman, and he always had a nice smile and was always very courteous and very civil. And although he was a Marine, I don't hold that against him, because I'm ex-Navy. But I must say that he was a typical gentleman of politics who was a statesman. Walter Dudycz was in his class with me, and all I can tell you is that, John, I know that you have suffered, but I know that you're going to be well again. I can tell it by that gleam in your eye and the way you listen and watch us. And be with us always, because we are with you always. We will miss you here, but we will always think of the great work you did, of your great courtesy, of the rides you gave some of us chicks when we didn't have a car around. And I want to tell you, John, you were always there for us. God bless you and your fine wife, Joanne, and your family, and keep you all well. And, God willing, we will see you again soon, wherever you are, whether you're in Bloomington or come down to visit -- visit us. And remember: You are a fighter. Thank you, Mr. Chairman -- Mr. President. John, you know, whenever I came down here, my dad said, "Look across the aisle. Get yourself a friend on the other side of the aisle." And, John, you are my friend, and I love you.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. 1979 was a special year. It was a special year for John Maitland, who began his illustrious career in this Body. It was also a unique year for me. I left our staff after a couple of years to begin law school. 1979 - the Chicago public schools had a fiscal calamity, and Carter Hendren brought me back on contract to work with then Senator Berman and Senator John Davidson, a new Senator named Aldo DeAngelis and a farmer legislator named John Maitland. And when you've been a staffer in this Body, it takes you about two minutes to pick up who's going to be a superstar Member and who's not. And after about thirty seconds of meeting with John Maitland, looking at his brains and his business background and his demeanor, I knew that John Maitland was about to be a superstar legislator. After law school, I had the honor of going to work as Jim Thompson -- Governor Thompson's legislative director and Governor Jim Edgar's chief of staff, where I continued to have the privilege of working with John. You know, being Governor is not an easy thing. If I could tell you the adjectives that sometimes are used on the Second Floor to describe 4 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 us on the Third Floor, it would probably make your ears burn. But both Governors I worked for relied on John Maitland every day. You know, as soon as Emil Jones or Pate Philip or Speaker Madigan would go out the front door, Jim Thompson or Jim Edgar, a lot of times, would dispatch me to come up to the third floor or the sixth floor, where John had his offices most of those days, and bring John Maitland in the back door for counsel. Jim Thompson and Jim Edgar, like Presidents rely on Billy Graham, relied on John Maitland for counsel. And he's got that demeanor, that levelheadedness and, most of all, fairness for all parts of Chicago, and as soon as the four Legislative Leaders left, both Jim Edgar and Jim Thompson always drew on John Maitland's wisdom on how to get us out of whatever the crisis was of the day. Until Senator Doc Shapiro, the former Leader on my side of the aisle, had his law school put at Northern Illinois University, the General Assembly would always rubber-stamp capital projects from higher education institutions, but that changed when John Maitland became the budget leader of this Body. And John and Jim Thompson sat down and they went through the priorities of the BHE, and, oh yes, Illinois State University suddenly became a huge winner in that process. But as Senator Rauschenberger and Senator Trotter will tell you, today we look at the Higher Education's Board's recommendations much differently because of John Maitland. And while John is a huge champion of Illinois State University and anybody in Bloomington-Normal or who works there owes John a great deal of gratitude, let us not forget that John served on the Board -- or, serves on the Board of Illinois Wesleyan University and has made that institution one of _________________________ U.S. News & World Report's best private liberal education colleges in America. John Maitland loves education - little kids, big kids, college kids, public and private. John, also, Patty Schuh came by and saw me yesterday and she said, "Would you, since we don't have a microphone, speak on 5 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 behalf of all of the staff that has worked under John Maitland?" The staff is the lifeblood of the smooth-running General Assembly, whether you're in the House or the Senate. John and his wife, Joanne, and his secretary, Jae Williams, and Bev back in the District Office, they respected and loved staff. And the one thing I really admire about John and Joanne is, as a staffer, they didn't ask how you were doing; they asked how your mom and dad's doing, how's your wife, how's your kids. So, we have never, as a staff member, ever had a better or more respected and loving Member than John Maitland. And, John, on behalf of all the staff, they said, please, tell you thank you. Finally, as Orion Samuelson said, WGN, and Walter Dudycz noted the other night at that beautiful tribute to Senator Maitland, this Bloomington farm boy loved to travel the world. And it never ceases to amaze me and it's one of the beauties of serving here that, you know, John Maitland, the farmer, Senator O'Daniel, Senator Sieben, these are farmer businessmen. They're Renaissance men like one of my heroes, Thomas Jefferson. You know, John is a farmer, a businessman, a statesman, a Senator, but he is also a great ambassador. John, on many occasions, was a great ambassador for Illinois agriculture abroad. And when Senator Babe Woodyard passed away, John became sort of the leader of a delegation of us to -- to China. Frank Watson, Mr. President, you went with us. Todd Sieben. I still, fondly, in my office, have a picture of John and Todd and Frank and I in front of Mao Tse-tung, and we were going to take Mao's picture out and put Pate's there, but... I -- I have this picture at my house, as well. But John took us to -- to China. He led us there, and after unloading his contraband from his suitcase - a number of bottles of J&B scotch - we embarked on a whirlwind tour of China, and it didn't take this suburban boy a long time to appreciate what John Maitland was like on these trips. On our first or second day in China, in a hundred-degree heat, outside of 6 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 Shanghai, John took us to a slaughterhouse. And I see Senator Watson smiling up there. Hundred-degree heat. Ninety-five-percent humidity. The screams, the smells of the slaughterhouse. And a hog broke loose and it's running around Frank and myself, and it's splashing blood and water up on us. And I remember Senator Maitland, the great leader, comes up and he grabs Senator Watson and I. He goes, "You city boys okay?" So... And just one other story from the trip from China, which I -- which I love. There was a great picture, as you went through the receiving line into the reception the other night at the Ramada Renaissance, of John sitting in the Great Hall of China. Very dignified. Sitting where Nixon sat, Henry Kissinger sat. But what you miss, if you weren't on the trip, was just a day or so earlier, we were in rural China. Again, hundred-and-five-, hundred-and-ten-degree heat. Dust. Everything. So, it wasn't always as dignified as that photo might make it out to be. We're having lunch with a number of our Communist counterparts, and John, being the head of the delegation to China, had to eat all of the bad food. Ducks' feet, the brains of animals. And on this day, in a very pungent restaurant, in hundred-degree heat, John is eating earthworm soup because he has to, as the leader of this group, and his Communist counterpart, in the middle of John and this gentleman sitting next to him, belches right in John's face. Now, I would have been reaching for the airplane distress bag at this point. But John continues to eat and make conversation with his Communist counterpart, and then he turns to me and he whispers, "Gosh, the things I don't have to do for my country." Well, John's been a wonderful ambassador, not only for the United States serving in the Marine Corps and on his agricultural missions throughout America, but as an Illinois Senator, and he will continue to do a lot. John, we're going to come and visit you on that magnificent piece of earth that you are so privileged to 7 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 own in McLean County. And we're going to rely on you for the dignity and the demeanor and the class that you bring to the State of Illinois. So, God bless you, my friend, Joanne, your family. We'll see you soon.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. You know, coming over to the Senate as a Democrat, in the minority, you really do have to heed the words that Senator Jacobs started talking about: You need to find friends on the other side of the aisle, particularly if you want to pass your bills, and particularly if your last name is Madigan. So, I developed a friendship, but in a very unusual way, with Senator Maitland, and I want to tell a brief story of how that occurred. After the end of my first year here, I was put on the Illinois Growth Task Force, and Senator Maitland became the chairman of that Growth Task Force. And at our first meeting in Chicago, we had a lot of people from the agricultural community come and give us testimony about the importance of agriculture and how we have a problem because we have sprawl and people moving into lands that are very fertile that we want to make sure we preserve to be able to grow corn and soybeans on. And I was sitting behind John at this meeting, and at the end of it, he turned around and he looked at me and he said, "Well, you probably don't even know what a combine is." And I looked back at John, and I was, you know, a little snitty, and I said, "I know what a combine is. I mean, I've never been on a combine, but I know what they are." And so I went back to my office and I was not in a happy mood, and I said to my secretary, "You know what? I want you to pick up the phone and I want you to call Senator Maitland's office and I want you to tell his secretary that I'm coming to his farm for a combine ride." 8 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 And my secretary looked at me as if I had lost my mind, and I said, "No, no, no, I want you to do this." Came back to the office the next day and she said, "Well, I called Senator Maitland's office and his secretary was a little -- you know, she didn't know what was going on but she said she'd get back to us." And she called back later in the day and said, "Okay. Senator Maitland said pick a time. You can come and, you know, go for a combine ride." So we organized a time, I got in my car, I drove down to the farm. I get out of the car and John meets me, and he looks at me and he says, "Oh, thank God." And I said, "What?" He said, "Well, you've got jeans on." He said, "I figured you'd be wearing a skirt or something." I said, "John, I might be from Chicago, I might be from the city, but I understand that we're going to be on a farm." And so we get in the combine, and at the time, John is combining a field of corn. But we're not in the combine for half an hour when John stands up and he says to me, "Okay, it's your turn." And I look at him, I said, "No, no, no, no, no, no, no. I only came down here, you know, to watch how this happens. I didn't actually come down here to drive the combine." And he says to me, "Well, you know, Lisa, if my grandsons can do this" - and I think at the time they were no more than ten or eleven or something, or maybe they were only eight - he said, "Then you can do it." And I said, "Okay." So, I get behind the wheel and I know that we spent an entire day while I combined the field of corn, talking, and talking about a lot of different things but, in particular, talking about agriculture and talking about Roundup Ready beans and things of that nature. But at the end of the day, I had a great friend and a person that I could rely on, on the other side of the aisle, for agricultural issues and education issues. And I just want to say thank you for reaching out and for your willingness to share your expertise with all of us, no matter if we're Democrats or Republicans, no matter 9 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 if we're new Members or older Members, and no matter if their last name is Madigan. I'll miss you very much, John. Thank you.

Thank you, Mr. President. John, I want you to know that I really and truly have cherished your friendship. You're one of the most outstanding individuals I've ever met in my entire life, not only in -- in the General Assembly, but also as -- as a respected citizen of this great State of ours. You've been a tremendous help to me, as -- as we worked for the last eighteen years on agriculture and educational issues. And I'll miss you. I'll miss you more than you'll ever, ever know. You know, I just feel that you're one of the most outstanding citizens I've ever met in my entire life, and I'll always cherish your memories and I'll be praying for you and thanking you for the -- your friendship and the things we've went through together in the last eighteen years. Thank you very much, and I love you very dearly.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. If I might, just let me reiterate a couple of passages that I made mention to the other night at John's retirement party. And I truly believe that the twenty-four years that John Maitland has served in the Illinois Senate, that there is no phrase that could be better to sum up John Maitland's career and that is, "Mr. Education". And I also indicate that John Maitland came to this Senate to make a difference and, believe me, he did. And his lifetime achievements have been so numerous and so -- affected so many people that they're too numerous to mention. You know, everybody that came in here this morning and that was in the 10 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 Rotunda, and the staff and everyone were saying, you know, trying to figure out how they felt today about this day. And I guess, John, I can sum it up this way: Minnie Pearl used to tell the story down in Tennessee about the farmer who was taking his cow to town in the back of his truck, trying to make a few bucks, sell off the cow. Well, all of a sudden, as he was taking his cow to town in the back of the truck, some other character came off a T road and hit that truck and the truck rolled over and the cow went on one side and the farmer went on the other. So, he waited a few days to see whether or not the other person's insurance company was going to contact him about the damages. And I'm quite sure the lawyers in this Body will reiterate with the rest of this story. And so, no one contacted him, so he decided, "Well, I'm going to get a lawyer and -- and sue for damages." So, he did, and they were in court. And so, the other -- the other party's lawyer had the farmer on the stand, and he said to the farmer, "Now, didn't you say immediately after the accident that you felt fine?" Well, the farmer said, "Well, I was taking my cow to town in the back of my truck, when your client came out of nowhere and hit my truck, and the cow went on one side of the truck and I went on the other." And the lawyer said, "Just a minute. That is not the question that I asked you! I asked you, did you not say immediately after the accident you felt fine?" And the farmer said, "Well, I was taking my cow to town in the back of the -- my truck when your client came out of nowhere and hit my truck. Cow went on one side of the truck and I went on the other." He said, "The state trooper came up to the scene. He went on over on the side where the cow was and he looked down and he saw how that cow was really suffering, so he took his revolver out," and he said, "He shot that cow right between the eyes!" He said, "He came over on my side of the truck, and he said, 'How do you feel?'" He said, "I feel fine!" Well, John, that's how a lot of us are feeling 11 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 today. That's how a lot of us are feeling today, John. We -- we -- we feel fine. Those of us who serve in this magnificent Chamber of the Senate, located here on the Third Floor of the State Capitol, we know exactly what John is feeling today on his retirement. He feels fine also. It had to be one of the toughest decisions that he ever made because this is a job that he loves and to step away from it is not easy. No one loves public service more than John Maitland. And, yes, he is the happiest when he's on his twenty-three-hundred-acre farm in Bloomington with his wife, Joanne, and his family surrounding him and the fact that this is the release that he gets from politics. John, this is a new chapter in the career of John Maitland, because today you're only beginning to be the State's senior statesman. I was thinking, John, of all of the twenty-four years, upon your leaving, I'll bet you that John Maitland only has one regret: That he won't be here if and when we solve the education funding problem in the State of Illinois. But I can tell you, whenever we come up with the solution, I know you're going to be calling from that farm and you're going to be a part of it, and we want you to be a part of it. And, yes, I was reading the paper this morning, Joanne, and it said, and you're quoted as saying - you noted the kindness of cards with handwritten notes that John received after his stroke: "You just don't acquire friends like these. They're God-given." Let me sum up, for a number of us this morning, and say this, and quote Yeats. Yeats said, "Think where one's glory begins and ends, and say that my glory is that I had such friends." I can't help but to reiterate what Bill Harris said when he was President of this Body, "Once a Senator, always a Senator." You're a Senator yesterday, you're a Senator today, you'll be a Senator tomorrow. John, we love you. Best of luck to you in your retirement. Thank you.

Thank you, Mr. President. You know, I've often said the General Assembly is the greatest university on earth. When I was a freshman, I was told that the best thing that you can do is sit with someone you don't know, sit with someone from downstate. And I did that. I learned about the farmers, their problems, their issues. I learned the difference between the two, but also I learned that we had many things in common. John, you cared about education. The education issue in 1973, the funding problem that you worked on when you became a Senator, and I believe fifty years from now, there's still going to be a problem because we could never come together as a group to solve that problem, but you tried earnestly to do such. This university brings people together from all cultural -- cultural backgrounds and throw us all together. And I recall last year, shortly after your illness, when you, I, your wife, had our encounter at the Chicago Rehab Institute. And we grabbed each other. We hugged. Not as legislators, but as citizens of Illinois. The people of Illinois have a great champion in you. We were fortunate enough to work on many issues together. You're -- you are an ex-Marine. You are a great warrior. I'm a great warrior. And we battle together on many issues, but we come together as friends and colleagues. And that is one thing I appreciate about this Body, and that's one thing I appreciate about you. And when we hugged each other that day at the Rehab Institute, I looked at you and I looked at 13 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 myself. I said, "We are one, one people, trying to solve problems for all people." So, John, we wish you well. There will be many, many great days ahead, and in you I have a friend for life. God bless you.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. John, Joanne, Johnny, Teri, Amanda, Justin and Abby. I feel like we've seen not only your children grow into young adults - we saw 'em get married - but your grandchildren, we've seem 'em grow and, in fact, on a couple of their births, I think we knew moment-by-moment how they were coming 'cause it was during the end of Session. And, John, the Cardinals won last night. So, how 'bout that? Eat your heart out, Pate. We want to say thank you for the breakfast this morning and your thoughtfulness in that. We want to thank you for the reception, which I thought was an incredible tribute, and the love in the room was absolutely palatable. It's been an emotional week, I think, for all of us. And so, here we go. 1980, I had a chance to meet John Maitland. It was the first time I met him. And he had come to Quincy for a fund-raiser for my mother, who was then running for the Senate. And, folks, that was back in the days when you couldn't get there from here or from anywhere. So, I knew this man was truly committed to electing Senators. But I shortly found out that he not only went across this State for Senators and Representatives, he went across this State for Governors and Presidents. The second or third time, and I'm not sure which it was, but I met him again, and he had come into the -- the fund-raiser, and he said, "Hi, I'm Senator John Maitland. This is my wife, Joanne." And I was just a daughter then, so I didn't know what I was doing. So, I'm introducing him around -- or, showing him around, whatever. Then 14 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 the second or third time, he came up and he said, "Hi, I'm Senator John Maitland and this is my wife, Joanne." And finally, he looked at me, and he said, "You know, Laura, you're going to have to remember my name." Little did I know how important that name would be. So, I was appointed to take my mother's place, and I came to this incredible institution. And I found it so interesting because John was there to guide and to sort of assist. He never tried to tell anybody what to do. He was there to sort of help you make up your own mind, and I truly appreciated that. His door was always open. No matter whether you were in there, the thing that used to frustrate me more than anything, John - I never told you this - but the markets were always going on in the background. No matter what meeting was happening, the markets were..., you know, back in this background. Used to drive you nuts. But the door was always open. And it was open for legislators. It was open for staff, agency directors, lobbyists. And they weren't always just coming for the -- in -- in there to talk about a vote or support; they were there asking advice and counsel, and believe it or not, as we've heard today, both sides of the aisle. The issues. We've talked about issues. And I don't think there's many issues in this State that we discuss that you haven't had a hand in, or at least a thumbprint. Something. Some part of John Maitland. And Tuesday evening and today we've heard so much about education. It absolutely was a love. Tuesday evening I think it was Orion Samuelson that called you "Mr. Education," and I think that was so deserving. But John used to get frustrated because a lot of the discussion that we had was so technical or bureaucratic, if you will, and he wanted the best for kids. He always wanted us to talk about kids. And I know some of his proudest moments were when these galleries were full of "blue jackets" because it was the Ag line item that they were here thanking John for. But he believed in kids. And I know in the 15 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 1980s, late eighties, when we were doing proposal on mandated consolidation, John came to my district, as I think he did to many of yours, and he walked into a gym full of people and he was the only one there supporting this consolidation issue. And I thought it was -- respect for him grew even more than it -- was already there, because I knew what he was doing he believed in, and he believed it was the best for the children. He truly did. Other issues, let's think about those. IHEAP. Energy assistance for people who need it. Nursing homes. He has been tenacious on trying to help and assist our nursing homes. Hospitals. Agriculture issues - there's none better, but when we think of ag research and C-FAR, these were programs that were championed by John Maitland. Illinois State University's already been mentioned. And I know in our Leadership meetings and other times, it was always interesting to see Stan and John talk about their -- their pickup trucks and their trailers moving out of here at the end, but it was always a fun discussion. But it was a beloved institution for John. Appropriations. John, don't you wish you had a nickel for every hour you spent in 212? I think I know every fleur-de-lis on the -- on the walls around there, but... It was kind of interesting, and I'm sure that when the budget negotiations kind of heated up, I bet most of you thought, you know, John could get just a little bit irritable every now and then, and I bet that you thought that it was because the revenues and the spending weren't just kind of adding up in the spring. Well, I hate to tell you this, but it was the rain gauge back in McLean County. That's what wasn't adding up. If he wasn't getting rain, he got just a little bit touchy. And, heaven forbid, if you ever said McLean County. I did, and I knew very shortly that it doesn't make any difference if that's the way it's spelled. It's McLean, right, John? Everyone comes here into this beautiful building and this institution hoping to make a 16 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 difference, hoping to make -- that their district is going to be a little bit better because of their presence. Well, John, rest assured that not only have you made a difference for the people of the 44th District, you've touched the lives of everyone here in Illinois and you've touched their lives for many years to come. Your honesty, your integrity, your sense of humor and your sense of fair play is respected throughout this great State. But it's this institution of government that you love so well, it's the institution that's going to miss you. Godspeed.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. John, I don't think there's anybody more respected or more loved in this Body than John Maitland. And what a wonderful, wonderful life you've had: a farmer, a trucker, a community leader, twenty-four years in the Illinois Senate - what a record - Assistant Majority Leader, father, grandfather, devoted husband. I've always said, judge a person by his family. What a great, beautiful, devoted family you have. You should be very, very proud of yourself. And I remember two things about you and I'll always remember two things about you. Always how proud you have been to be a United States Marine. And once a Marine, always a Marine. And I'll tell you, John, you have great work ethics, you have tenacity. And I'll tell you one thing, you'll always be a Marine. Always on time, always do the right thing, and I'll remember that for a long time to come. And then, of course, you're an early riser, like I am. There are three of us that are always over here first, a lot of times before the janitors and the staff, and it was always John Maitland, Stan Weaver and Pate Philip. And we'd always have a cup of coffee, talk about our problems, put our heads together, and I'm going to miss that. You know, if I would try to put a little phrase together about John, I would say, a true gentleman in every sense of the word, loved, respected, admired, and in our Caucus and our Leadership, the authority on agriculture, education and appropriations was John Maitland. And after we'd all talk, everybody would have their word, ol' John, the old Marine, would stand up and kind of -- kind of put it all together and summarize it, and we'd walk out of there and do the right thing. We're really, truly going to miss you. You know, we have an old saying in the Marine Corps, John: Old Marines never die, they just fade away. God bless you.

Thank you, Frank. I'm honored to be here. And I know John would love to grab ahold of this mike and put it in front of him, but I'm speaking on his behalf this morning. And first of all, I want to thank all of you for your kind remarks this morning. They were very, very touching. John holds in highest esteem the privilege of having served the people of Illinois in the General Assembly as a State Senator for nearly twenty-four years. He has worked on forming and reforming legislation, presenting bills, worked one-on-one with constituents, and each one has been of utmost importance to him. I also look at life as chapters too, Vince, and this is another chapter closing, but another one will continue on. Some of you colleagues he has worked with side by side for his entire career in the Senate. For some, it has just been a short time. Some of you here, I think - if there's staff on the Floor - were probably Pages when John first came down and 18 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 started, and now you're key staff members. John values each and every one of you as a friend and hopes that your paths will continue to cross. I could go on and on, as John probably would, but to sum it up, since his stroke, John has worked hard to return to this Chamber and has been fortunate to be here for most of this Spring Session. After six years in office, he was quoted, in the Pantagraph, __________ by Bernie Schoenburg, but I think Bernie left, and he said, "Every time I walk into this Chamber through the Chamber door, I am in awe." And I think nearly twenty years later, I know he still has the same feeling. We express our deepest gratitude to all of you for your friendship and support. And Laura did allude to our family that are here: our oldest son, John; his wife, Teri; and three grandchildren. We have four more grandchildren and just learned about a week ago, we're going to be grandparents again, so we will have eight. We have one grandson so far, so we're hoping that we'll have another grandson. Thanks to all of you and God bless.

41 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 Thank you, Mr. President, Members of the Senate. House Bill 5734 accomplishes two very separate tasks. First, it addresses the recommendation of the Round Lake Financial Oversight Panel by creating a new Article in the School Code permitting the creation of a Downstate School Finance Authority. Secondly, House Bill 5734 allows the Chicago public schools to levy a capital improvement tax beginning in the calendar year 2003 for the purposes of school capital projects if approved by the Chicago City Council. School districts that are eligible to create such authority, according to this Act, have a population of less than five hundred thousand, have a Financial Oversight Panel following the district's petitioning of the State Board of Education for the creation of the Financial Oversight Panel and for which the Financial Oversight Panel has been in existence for at least one year. Members will be selected primarily on their experience. Two members of the Authority must be residents of the school districts and members may not be a member of the school district board, employee of the district, nor member of a district financial interest -- or, have a financial district -- direct financial interest in the districts. Members will serve without compensation. Upon the expiration of district superintendent's contract, the Authority shall, following consultation with the district, employ a chief educational officer. The Authority will have the power to negotiate collective bargaining agreements. It will have the authority to incur indebtedness by the issuance of negotiable full faith and credit general obligation bonds in an outstanding amount not to exceed - and I want to make that clear - it cannot exceed 13.8 percent, including the current existing indebtedness. They will be able to levy for that being exempt from the property tax cap. The final part of the bill that has to do with the City of Chicago allows the Chicago public schools to levy a capital improvement tax beginning in calendar year 2003 for 42 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 91st Legislative Day April 25, 2002 school capital projects for the purpose of providing a reliable source of revenue for capital improvement projects. And, once again, this initial levy would have to be approved by the Chicago City Council. This bill comes from the petroleum industry and just clarifies that minor trace amounts of MTBE, which we have essentially made illegal to have in gasoline, can be in their systems. They need to flush this stuff out over time. And every now and then, trucks are transported across states from places that still have not banned MTBE, and this just clarifies that a minor trace amount of MTBE is not a problem.

Think most of you know that Illinois is the home for many professional and trade associations, like the American Medical Association, the American Hospital Association, National Association of Realtors and the American Bar Association. We really are a hub of not-for-profit corporation headquarters. What this bill does - and it comes from the Secretary of State's Task Force on the Illinois General Not For Profit Corporation Act - but it says that -- that not-for-profit corporations can become consistent with the Business Corporation Act that allow, if the association wants to, to conduct some meetings via the Internet or electronic means. And this just brings us into the twenty-first century with respect to not-for-profit corporations, like regular corporations have. It's permissive. It would be up to the not-for-profit corporation to approve this. And I know of no opposition.
