Thank you, Mr. President. What this bill does is -- you heard the Governor’s speech today. He’s going to cut education about seventeen percent. So this bill will give the college where they can go out and bond - get some bonding money - up to a hundred and fifty percent of local property taxes. And another thing this bill does is gives community colleges a line of credit so they can borrow money; within sixty days pay it back. K through 12 has had this line of credit for a long time. It’s the same thing that K through 12 -- they give the colleges. And I think the colleges will probably use the line of credit more than they will this bonding part on the hundred and fifty percent of property taxes. And what I’ve got in my district, we got a couple of colleges down there that’s -- that is already up to seventy-five percent, so they’re not going to be able to borrow any more money, and this will let ‘em borrow some more money.

To the bill itself: I had some reservations about the bill when it -- when it came in front of committee - in particular, the fact that districts could borrow 29 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 94th Legislative Day 3/10/2010 from seventy-five percent up to a hundred and fifty percent. In order to -- to have a safeguard, we received some assurances from the Community College Board that they would keep us, as legislators, posted as to when school districts did -- or, when community colleges did avail themselves to that option to borrow additional funds. So, I think that’s good. It gives us an opportunity to review what’s going on and so that we have a better idea of what’s happening. So, I stand in support of the Senator’s bill.

As amended by the Committee Amendment No. 1, Senate Bill 2647 authorizes a school district organized before - it’s Peoria Public Schools - to use construction project grants to pay debt service on school construction bonds or to make lease payments on a -- to a public building commission to the extent that the public building commission has issued bonds to finance school construction projects. It exempts public building commission leases from the district’s debt limitation. What this actually means is that the Capital Development Board does not recognize the public building commission funding as fulfilling the local match for school construction projects. This removes that obstacle and -- and allows Peoria Public Schools-District 150 to go ahead and -- and use those dollars for their projects.

The amendment establishes a definition for “threading”, which is a technique used to {sic} hair removal in which a thread of hair is twisted around unwanted hair and then pulled from the skin. The amendment also adds the practice of threading to the scope of practice for a cosmetologist and an esthetician. And under this amendment, the Department of Professional Regulations must establish public safety rules concerning the practice of threading.

What this bill does is -- really is -- what brung this up is some coal mines where they’ve had some explosives and stuff for emergency -- and they got a vehicle at DNR where they can get to places. So we put red lights on ‘em and -- where they can get there without having problems and people would recognize ‘em. And what they’ve done in this bill was -- on this emergency vehicle bill, it -- it says what all it does; you know, it’s for rescue, it’s for explosives, for emergency and response vehicles. I guess to the bill: I certainly understand what we’re trying to do and the idea of increasing wages for workers on the front line of these human service agencies is something I think we all support. The idea of -- in this budget climate that we’re in, to be sending a message out there that -- even if it’s subject to appropriations, that we’re putting into statute a plan for increasing rates and raising rates for salaries at a time when we can’t afford it, I’m not sure if this is the right time. Clearly, when the funding is there in the future, we can look at legislation. But every time we pass these “subject to appropriation” issues, the people back home don’t know that. They just hear that this has been passed and that there’s increased funding. And I think it sends a -- a wrong message to them. So, I understand what you’re trying to do. I just think the time for this is not -- now is not a good time to be doing this. So, thank you very much for allowing me to comment on it.

And here’s why we did it: A lady was murdered in my district. She was delivering pizza when she happened to call her son’s attorney. While speaking with the attorney’s answering service, she was brutally attacked and murdered. The answering service recorded both the horrific sounds of the violence as well as the statements made by the victim prior to her death. And they went to court and they wouldn’t use it because the offender said I didn’t get permission. So we’re asking for an Aye vote.

And for legislative intent, if a organization was unable to train somebody and they -- they’re waiting to train, they would be able to still work a homicide investigation. Also, if they have a lead investigator who the police chief or sheriff feels really is incapable of doing it, they don’t have to assign that person. Thank you, Mr. President, Ladies and Gentlemen of the Senate. This is an initiative of the Illinois Association of Circuit Court Clerks. It authorizes the clerk to charge defendants for a delineated number of crimes or traffic offenses five dollars for a judgment of guilty or -- or supervision. And that money is -- sixty percent of it will be used to establish a e-citation system. The other forty percent will go to the arresting agency. The e-citation system would allow officers to fill out citations from a mobile laptop, saving extensive hours in the -- in the squad car, at the station, and a number of other things, and save the clerks a lot of money in processing these many, many tickets.

Well, let’s put it this way, Senator Righter, we -- we get about a -- a billion dollars a year in tax dollars from the nine existing riverboats and what we’re trying to do is give them some kind of incentive to add -- to increase and add to their existing boats and upgrade those so possibly they could have a lot more customers, a lot more money coming in, and with that generates more tax dollars for the State of Illinois that would generate more dollars for our school system, which, as you heard in the Governor’s address today, that we are hurting. This is - - I -- I -- I think you could -- you know, we give tax incentives to every other business in the State of Illinois and no one ever questions it. But because of something -- of an industry that probably generates more tax dollars for us than 108 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 94th Legislative Day 3/10/2010 any industry in the State of Illinois does, I think this is a small amount to try to help them generate even more tax dollars for us.

Well, it -- it approximately is around ten million dollars to State revenue, but then if you equate with the amounts of money that they have already expended -- and what we would hope to do, possibly, put an additional bill in to do for further legislation to make it where if anybody else does further additions to their boats that they spent -- one -- one bill -- one spent a hundred and some million dollars - one of the boats - which -- to use an example, the Rock Island boat spent a hundred and fifty million dollars to upgrade their facility; went from the lowest-grossing boat in -- of the nine to now one of -- up in the middle. So, what they generated alone for the State of Illinois more than would pay for what we are doing right here in this bill. So I think what we’re doing is just trying to enhance them in what they’re doing.

I mean, this is a -- this is a great deal for the people who are providing about one billion dollars in tax revenue to the State. I’m not sure what it does for the people who are supplying the other - what? - twenty-six billion dollars of tax revenue in the State. I’ve yet to meet a poor riverboat owner. Maybe some of you have. Particularly those of us who -- or, those of you who voted last year to raise taxes by sixty-seven percent, some of your constituents may -- at home may say “Wait a second, you’re willing to dig a lot deeper into my pocket, but you’re going to give these folks a break.” So, thank you, Mr. President.

Yes, Mr. President, I reluctantly stand. Of course, I really appreciate the sponsor. He does a lot of good things. And this is a disaster in terms of losing money. So I would -- urge all my colleagues to take a long, hard look before you give these casinos any more breaks than they already have. The State is getting something in -- thirty/thirty-five million dollars in revenues from these casinos. This is not a time to let them get away with anything more. Senator, as you were describing -- or, as you were answering the question from a previous speaker, you were describing this as if it were prospective and that it’s an incentive to make additional capital contributions -- or, capital improvements. But that’s not the case in this bill, the bill that we’re going to vote on today. This is -- apply -- if -- if I have it right - my question is, do I have it right - that this is for 2006 through -- through 2009, which means it is absolutely a Christmas gift giveback, if that’s the case. Senator Lauzen, as always, you are correct. But what I had said is that I would like to make another law that would make it prospective. Because, like I said, to use the example of the Rock Island boat, which spent a hundred and fifty million dollars and may get two million dollars back from this piece of legislation, has generated many, many, many more millions of dollars to the State of Illinois by generating that hundred and 111 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 94th Legislative Day 3/10/2010 fifty million that they expended by going out on the limb to do what they did. And what I’m saying, we -- you know, I -- I hear this over here -- around here, where we’re saying we don’t want to do this. I hope we look at this in these tough times, when other businesses and other corporations that we keep saying we’re unfriendly to, that I hear constantly that we’re unfriendly to businesses in the State of Illinois, that we remember that, that we don’t give any other tax incentives to other businesses, because this is one of the most profitable businesses to our State in what it’s generating to us in tax dollars.

To the bill, Mr. President: I certainly appreciate the answer of my esteemed colleague - if this were prospective; then it would truly be an incentive for some future investment. This is not prospective. The investment’s already been made. By definition in here, this is giving ten million dollars back to the riverboats, which I appreciate the revenue that comes into the State from riverboats. I’m not taking a shot at ‘em. But, especially when you’re thinking about cutting back in education 1.2 billion dollars, talking about tax increases on hardworking men and women, individuals and businesses, you say where in the world do some of these things come from.
