It's my honor today to have the Annawan Girls Bravettes from Henry County here as 1A State Champs in the State of Illinois. And I'm -- it's also my pleasure to be here with Representative Don Moffitt, who represents Annawan in the House. And tell you a little bit about the Annawan Bravettes. This is a tremendous group of girls here. They have had three years of thirty-win seasons at Annawan. This is a school that has a hundred and eighteen students in the entire school. And they have had a tremendous program that's been run by their Coach, Jason Burkiewicz, and also Caitlyn Corwin, who's the Assistant Coach. And they're here today. And tell you a couple things. They won the State Championship, obviously, this year, and in the final game, the score was Annawan fifty-nine, Carrollton twenty-three. It was the largest margin of victory in State history. And they have just had a tremendous amount of success. They have six seniors that are graduating that have been a big part of this. And I want to make sure and recognize them. Couple other things: I'll recognize -- there's -- many of the parents are up in the gallery up here and the Mayor of Annawan, Mayor Franks - want to recognize him - for their hard work and dedication to the students here. I have a few introductions to make today. The two nice ladies behind me, Ayah Chehade and Mariam Mohsin, are both part of my district here. Ayah is -- she currently holds a part-time job as a Sunday -- or, a Saturday school teacher at her mosque. Her previous experience has been to volunteer with organizations. She holds workshops, serves on advisory boards, planning programs. She's truly an exceptional young lady. She's a freshman at UIC. And I know her parents are proud of her, and she wanted to come down to Springfield to see how government in action works. We have Mariam Mohsin. She's a junior at the College Preparatory 4 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/30/2014 School. She came down here last year. She takes AP American Government and Politics class and she's very interested in the way government works. She follows politics and was lucky enough to serve as an election judge at her precinct this March. And I know her parents are proud of her as well. And I wanted to give both of them a warm Springfield welcome.

Vernard and I became close friends. He's a sage and wise mentor on the south side of Chicago, and I know that he gets along and Hazel Crest is prospering because of his leadership. We have with us the Rock Valley College men's basketball team, the Golden Eagles, from Rockford, and they are the 2014 National Junior College Athletic Association National Champions. So they had to cover a lot of ground to become this championship team. They won, I think, a record amount of wins for the college, with thirty wins this year in their program. And their head coach is Craig Doty. Craig, come up and introduce your team for us and -- and say a couple words for us.

Today, Islamic Muslim Day here in Springfield, I have two wonderful adults here that are from the Islamic Foundation School. The young lady's name is Husna Sajid, and she's fifteen years old. And her hobbies include reading, traveling. She thinks that in order to be a good person, you have to be respectful of everything and everyone around you. As a child, she tells her parents that she wants to become the first Muslim American female president, and my parents also encouraged me to follow my dream. By being a State Senate Page, it will be one of the first stepping stones to pursue her dreams of being part of the politics and changing America. The young man, his name is Nabeel -- Nabeel Ghani. He's also -- he's sixteen years old. He also attends Islamic Foundation School, and he -- his first eight years he lived in Elmhurst and now is residing in Oak Brook. He's interested in government ever since his grandpa, A. Ghani, ran for State Senate, and he has a very strong passion for politics. So I want to have the Senate welcome them both to Springfield.

She was hired by Senator George Shadid. Her son, Brad, is in the gallery, up behind me here. Brad was seven years old when she came to work here. The IFT, ISBE and other stakeholders in the education community are working towards an agreement in the Illinois House. We have committed to hold the bill in the House until we reach that agreement. The bill attempts to ensure parents are informed about decisions made regarding their child's personally identifiable information through increased transparency. Requires stronger and more vigorous privacy and security protections for student and educator data, and prevent vendors from using personally identifiable data in their care for commercial or marketing use. As I indicated, there's still no agreement on this issue, but we have made progress. At this time, I'm asking for a favorable vote to keep the discussion between our stakeholders moving on this important issue, as I've passed it through my Education Committee as the Chairman of Education.

And -- and where so many times, at least myself and a few others, if there's a -- a bill that doesn't -- yes, I'm -- I'm -- I've lost a little weight, you're right. I couldn't grow one like yours so I had to quit. But, you know, we don't -- myself, I don't intend to vote on a -- a bill that's empty and has no language. This -- you have done this. It's not where it should be, as you've recognized. But explain to me, because this is one of my concerns, what kind of data are we collecting and how will that data be transmitted, transmitted to who and for what reason?

Yes, thank you for that question, Senator McCarter. And I do agree that voting on something empty would be not the right thing to do. However, as I chair the Education Committee, been working on this in a long-time process all Session. Senate Bill 3092 is an initiative of IFT. Public Act 96-107 established the P-20 longitudinal data system to track students through their preschool, elementary, secondary, college, and work careers to enable informed analysis of programs for policymakers, education groups, and the public. The State Board and school districts use electronic data systems - some of them are cloud-based - to store a variety of student and educator data, including a large amount of personally identifiable information. And the IFT would like to 25 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/30/2014 see increased regulation regarding the storage and maintenance of this data. Because once it's in someone else's cloud, being any of the big providers, that's routinely just then sold, and how would they know they're not students or the material they were looking at was not a student paper. So that's one of the reasons why we're going down this route.

Thank you for that question, Senator McCarter. No. This is exactly why I want this bill. We don't want our data being sold to those marketers and others, and going into these young people's lives, especially if the parents may not have wanted them to do so.

I do know that all the stakeholders, ISBE, IFT, the other stakeholders, just keeping this process moving. I will be personally and working also -- I understand I'm working -- Senator Biss, who's a member of our committee, had also made some observations, as we'll be working -- I will be working with this bill in the House too, with those sponsors, being part of that negotiation, making sure we keep a tight rein and making sure that necessary information that must be collected, especially since we know that the P-20 Council -- and actually my -- my mentor and my predecessor, the Chairman of that, Miguel del Valle, also wants to look at these things because they have a longitudinal data study going. We want to look at those things over the summer. So I'm going to shepherd this all the way through and hope, working with the Chair of the Education over there and others, we'll be able to come to something that we can all live with. So this is a protracted process, Senator McCarter, but I feel pretty confident we're doing the right thing to protect the -- the interests and privacy of our Illinois citizen students.

This -- being a bipartisan initiative, we are doing this to -- to make sure we carefully -- watch this as we move down the road. But it has nothing to do with Common Core.

We had that discussion. That's passed. Some of us -- some of us believe it should have been and maybe would not have agreed to that. Some can. But we at least need to make sure that that data is not sold. Thank you, Mr. President. I rise in support of the bill. And if I may, to my colleague, Senator Delgado, this is -- it is a work in progress. But the bottom line is this, we do not want to be in the business, in any way, shape, form, of having a child's data inadvertently, accidently, or even intentionally, put out there. If we don't take the time now to decide how, when, why the data is being used, data is being accessed, and who, more importantly, who can access that data, and even more importantly than that, the security of the servers that are in use, this data will get out there. It's only a matter of time. How many times in the last month can you count of a high security data breach? Target. Anybody here have their credit card stolen like -- by Target, like I did in December? I'm sure, considering that forty percent of America had a Target credit card, probably forty percent of this Chamber had their Target credit card stolen. We're dealing with something even more precious than that. You're talking about a child's academic performance. Who can access that? What are they going to do with it? Where does it go? If we don't give Senator Delgado the opportunity to continue this conversation, the first time a Google Doc gets posted inadvertently on the Internet and that kid's performance is made public to the world, we have no one to blame but ourselves. All our colleague is asking for is the opportunity to continue the conversation. Maybe you know I'm very passionate about what we do in our K-12 school systems, as you all are here. The bottom line is, there's nothing more important than making sure that that data, however it's collected, is collected securely and it's only used professionally for legitimate purposes. And what we're suggesting is, if it -- if we don't come to agreement, it will be held in the House, if no agreement is -- has come about. But this is a very sophisticated issue and complex that has to have the sunshine and the discussion. 'Cause when does it start? It's got started now with this. Two double -- two Chambers is to continue that -- a seamless approach. And we have a commitment, as we've said to you in committee, as our -- one of our Leaders, that our commitment is to hold the bill in the House until we reach that agreement. If no agreement is reached, it won't move. Because we're going to also sit down with -- with former Senator del Valle with the -- the longitudinal -- longitudinal data, as they're also working on P-20. He wants to work with 'em also over the summer. We're not real sure how far this will go. And I'm very pleased with ISBE and IFT's sincerity, with not really - and IFT being an initiator - not really pushing this, as you even heard yourself from Brian, the young man from IFT who testified and also, I believe, former staff here, as to how slow we've been, deliberate on this matter. As you know me, I'm not trying to shove anything down anyone's throat. But complex issues are difficult in the General Assembly. We -- as we've seen too many easy lobbers going through the field. But this one here is where the -- the pedal meets the ground here, the road, so to speak. And I think, with our seniority, these are the kind of issues that a chairman and a Leader is going to have to deal with. So, the continuation over there -- the other Chamber, your guarantee and my guarantee is 31 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/30/2014 that if they don't come with an agreement, it doesn't move.

So the desire for the State of Illinois to address this issue as to the privacy -- privacy of their -- population of students, in this case our Illinois students.

You know, again, I do not question your -- your desire to -- to make -- make that better, I just say to you, all of those things that you just stated of -- of the -- are -- were present -- are present now. You know, the desire to protect their -- their privacy, those sorts of things, that's here now. Thank you very much, Mr. President. This bill is the result of a problem we have throughout the State of Illinois. I worked with Senator Stadelman on this issue as well. Basically, the problem -- the problem is too many of our manufacturers are having trouble finding employees with the skills to do their jobs and to compete. And so what we're hoping to do is to increase that pool of skilled workers by establishing a career and technical education incentive program. The bill requires the State Board of Education to identify industries in Illinois that face workforce shortages and award grants of one thousand dollars per pupil to schools districts for each student in the district who successfully completes an industry-recognized certification program designed to -- mitigate workforce shortages. Originally, the State Board of Education was opposed to this. We have amended it to make it subject to appropriation and I believe -- unaware of any opposition.

It -- it would depend how many school districts would be eligible, how many would choose to participate. There'd be no requirement they do this. But my hope is that it would promote and foster more school districts taking this action to reduce workforce shortages throughout the State.

The -- the problem with that proposal -- or that approach is, the budget's going to be passed by the end of May, and if this is going to be appropriated, we're going to need to have a number before the end of May to put it in this budget. As the sponsor of the idea, I think it would be instructive for you to shed some light on what kind of a number you think should be put in that line item in the budget that your good friend, Senator Kotowski, is going to have to put together by the end of the month. So, again, could you please give us an estimate? I mean, are we talking ten million dollars, hundred million dollars, five dollars? I mean, how many -- how much money are we talking about?

Well, in this year's budget, the number would be closer to zero dollars. The effective date is July 2015. So we have some time here for my good friend, Senator Kotowski, and I to have some conversations ourselves, with superintendents, with school boards around the State. We don't want to rush this through, but I think if we get this through this year, we're also hoping to begin a discussion, because we've seen too many school districts that have vocational education rein them back in. And I think that's part of the reason why we have some of these workforce shortages.
PRESIDING OFFICER: (SENATOR SILVERSTEIN) 40 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/30/2014 Senator Murphy.
To the bill, Mr. President. I -- you know, I -- I don't know that this does a whole heck of a lot in the near term. Obviously, the sponsor just said it does nothing for over a year. I think one of the things we've got to be careful of is making promises to people out in the State of things that we're doing when, in actuality, it isn't really doing anything. I think this is a decent concept. I think starting it in July '15 makes some sense. If maybe we could put pen to paper, we could figure out a way to start it a little bit earlier. But this -- we're going to pass a bill today that doesn't take effect for like fourteen months. Why don't we just work on it next spring and actually put it in the budget? You can find out in the interim how many people have an interest in it. This has the feeling of being more of a headline- grabbing bill than a bill that actually makes a difference in the near term. That being said, I support this priority. I think this is a very important step in the right direction as a concept. But this sure looks like -- this sure looks like more of a headline bill than something that's going to help people anytime soon.

I would just like to thank the sponsor for bringing this forward. And this piece of legislation will address that issue. It will urge school districts, provide financial incentive for them to motivate students in this area so we can close that skills gap that we all want to address and we hear from local businesses. I think whatever investment we do decide to put into this will be well worth it. Put the money in the front end instead of dealing with issues in the back end. So I urge support. Thank you.

Wow! This is amazing. I mean, I don't know if people in this Chamber read the newspapers or know what's going on in the State of Illinois. Here we are, the State with the worst financial mess in the United States. You're asking to make -- to break your promise and make a temporary tax increase permanent. On top of that, you're proposing other tax schemes, like the millionaires tax and the progressive tax. And here we are, at the State where the people of Illinois had the least amount of faith in their legislators, and you want to pass a bill that you don't even know how much money it costs and you use the same old phrase that is so damaging to people in the State of Illinois, that so many people have been using on that side of the aisle for years now. They are making sure that you're leaving a legacy to your kids that's going 42 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/30/2014 to be the biggest failure in Legislature history. You're saying this is going to be subject to appropriations. Does anybody know what that means? If we don't have the money now, what makes you think we're going to have the money later? And when we do finally do have some funds possibly available, we now have thousands of bills stacked up waiting that are subject to appropriations. That means that you personally are going to put us into a recession years and years longer than other states because we have to continue to pay for bills that aren't even that good that we can justify 'em now, but we're going to wait until it's subject to appropriations. We're going to wait until we possibly may have some money later. And then we're going to pay all these bills and remain in a poor financial position for years and years to come so more and more people leave the State of Illinois. Well, I'm surprised, Senator. I encourage a No vote on this bill. I think that it's -- it's -- it's catastrophic that even though we're in this situation and everybody outside the dome here in Springfield knows the dire financial situation that the State of Illinois is in, you still come to this Floor with a bill that you have no idea how much it costs and you want to say you want it to be passed on "subject to appropriations". I think that is appalling, and on behalf of the people of the State of Illinois, I encourage a No vote on this bill. Thank you very much, Mr. President.

I would like to just say that I -- I certainly support this. I think it's a great idea. And -- and I would like to say that I'm really respectful of the fact that you are making it subject to appropriations. Otherwise it's called using the citizens' charge card, you know, and it's something we can't afford to do in the State of Illinois. So I applaud that. We also call them unfunded mandates, which I think a lot of people on the other side talk about. So I would say, it's an unfunded mandate if we pass this without that caveat. So, thank you for doing that. I think it's a great program. I hope that we are able to find the funds to support the program. It's a great idea. And I would just like to urge an Aye vote. Thank you.

I rise in support of this legislation. And, particularly, I think it shows a lot of foresight, and there's been a lot of work done on behalf of the Senate sponsor, Senator Frerichs, which he's done going across the State of Illinois and highlighted some of these challenges that are faced by students in making sure they're prepared to enter the workforce. Here's what we do know. There's close to a hundred thousand manufacturing jobs out there in the State of Illinois that are available. And what this does, this would give an opportunity for students to be able to be prepared 44 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 4/30/2014 and have the skills developed to enter the workforce and enter those jobs, and make sure they lead a good, decent, quality life because they're getting the right jobs that are out there, to get paid a good amount of money for what is being offered. Now we talk a lot about challenges that are faced in our communities, challenges that are being faced across the State of Illinois, and I think what Senator Frerichs has shown is that here's what happens when you take a lot of diligence, a lot of effort and a lot of combined thought process to look at a way in which we can make sure our students are able to get to the jobs that are available out there. And -- and here's what happens oftentimes in the private sector and the non-profit sector - we figure out a way to incentivize efforts, so we can invest in the future of our children, of our youth. So I want to thank Senator Frerichs for your leadership on this. I want to thank you for your -- and you -- for your -- and I also want to -- mind you, this is very important. A lot of people advocate for issues and they don't have a true understanding of the challenges that we face in the budget, and they talk a lot about it. What Senator Frerichs understands is like, look, once we address the financial issues that we're facing, we'll look at ways for allocating funds and dollars for a program like this. This is a very responsible and a very fiscally wise approach to this measure, and I just want to applaud him. And I would ask everybody else to give an Aye vote for this. Thank you.

You know, we have some people who would like to put their heads in the sands and not acknowledge there's a problem out there. There's a lot of people that like to talk about helping businesses, but don't want to do anything to actually help their employees have the skills, and then we have other people on the other side of the aisle who are in such a rush to get this done, they said they want to start it earlier. I applaud Mr. Murphy -- Senator Murphy's enthusiasm for spending money quickly, but I do think that we should take a more long-term approach. We should take this next year, reach out, and then we'll see, have a better idea of how much this may -- may cost if we want to go forward. I thank you for your enthusiasm, Senator Murphy, for trying to do this earlier. I think a more reasoned approach is -- is in line and would ask for my colleagues' support.
